The improbability of steering

This is not a special issue of Nordic Journal of Studies in Educational Policy. Nonetheless, we would like to use this editorial to highlight steering – and the improbability of steering – as a common underlying theme in the six papers that we proudly present in this issue. Regarding steering, we suggest that it is more surprising when attempts at steering succeed than when they fail. As such, studying education policy must entail studying the conditions for and the improbability of steering.
