This chapter addresses the European Union’s (EU’s) possible role in the development of the Arctic marine environmental governance, focusing on offshore hydrocarbon activities. Marine governance is understood as the interaction between different actors at several levels and in different positions, sharing competences and capabilities in order to govern maritime activities and to control their consequences for the environment
