Italy in 1999 had finalized the legislative framework for a carbon tax, but changes in government led to its suspension, forfeiting opportunities for a possible ‘double dividend’ – improving employment and the environment. With the Paris Agreement carbon pricing has moved center stage and is today on the agenda in numerous countries.
