This article argues that the Presidency has become more of an administrative than political task since the Lisbon Treaty reforms. Primary causes include 1) the creation of the European Council President, and the resulting lack of a role for prime ministers/presidents in the Presidency, and 2) the lower status of the General Affairs Council after foreign policy is now chaired by the EU Foreign Minister.
