Abstract
The report is a synthesis of seven projects within the research effort Ecological compensation (2018–2021). The synthesis includes the following themes; ethical arguments, statutory and voluntary compensation, models for calculating environmental damage and compensation effects and evaluation of compensation measures.
According to the researchers, ecological compensation could be developed into a better policy instrument, but this requires greater clarity in the legislation and national guidelines for, among other things, calculation models and follow-up. The voluntary compensation has the opportunity to develop but requires extended guidance. In order for municipalities to be able to work more effectively with compensation as a tool, the compensation work needs to be done more strategically and coordinated with other parts of the municipal physical planning.
Calculation models that include socioeconomic, social and ecological perspectives should be further developed. These should also consider legal aspects.
The researchers suggest that documentation of completed compensation projects be made available in a database so that evaluative analyzes become possible.
