Open strategy in public organizations: bridging governance and strategy research and theory

Generic strategy research and theory have recently highlighted the need for ‘opening up’ strategy processes to enhance transparency and inclusiveness. This perspective has long been central to public management, especially since the governance revolution. However, public strategy research and theory has adopted a rather closed perspective on strategy, typically examining content and process characteristics and their impact on organizational outcomes. By systematically reviewing open strategy studies, this article discusses how public organizations can open up their strategy processes, and provides a research agenda for public management scholars.
