Gender mainstreaming addresses the unequal treatment of employed women. Why does it have a limited impact on European organizations? This review synthesizes and analyzes theoretical and policy literatures on gender mainstreaming within the European Union between 1998 and 2011. The paper suggests that such ambiguity of definition within gender mainstreaming literatures compromises the implementation of gender mainstreaming within organizational practices.
Gender mainstreaming is ambiguous. Theoretical and policy literature in the field highlights ambiguities within gender mainstreaming regarding whether gender mainstreaming is, first and foremost, a policy - or a strategy, how inequality should be articulated, and whether gender mainstreaming should be defined as focusing primarily on ‘women’ or on ‘gender’.
Gender mainstreaming has to move away from stable definitions of ‘male’ and ‘female’. More situated approaches to gender would support the successful implementation of gender in organizations.
