Considering the present speed of reform in the welfare states across the world, it is reasonable to say that legislative change and organizational reconfiguration have turned into a permanent condition for many public administrations. As a result, in many areas of intervention the complexity of the challenges faced by citizens and administrators alike and the documented density of competing programs and overlapping legislation have given rise to a feeling that something entirely else must be attempted. Some of these strategies involve the revival of classic administrative functions – such as community policing – while other strategies reinvent an area of intervention completely – such as the current attempts to introduce universal basic income.
This conference will be looking specifically at three areas of interest: the field of security, the handling of economic and social poverty, and finally the restructuring of the public sectors themselves. We invite papers which uses specific ethnographic or otherwise qualitative material to address general issues relating to social change and the current reconfiguration of the public sectors. The submitted abstracts should address one or more of these areas. We will subsequently divide them into parallel sessions. While we are keen to hear about the specific details of specific areas of intervention in specific countries, we encourage the attempt to identify general trends in contemporary policy-making and administration.
