Project management using scaled agile framework (safe) – a critical review and implications for management of technology

The purpose of this paper is to review and analyse the impact of the Agile Project Management (APM) method of Scaled Agile Framework (SAFe) in a management of technology (MoT) perspective especially considering the shift from linear to agile development methods in areas like requirements elicitation, project control, project documentation and organisational impacts.
The method of this paper is a systematic literature review supplemented with three qualitative case studies.
The findings of this paper relate to (1) SAFe seems to improve delivery certainty related to scope, time and cost is improved, (2) however documentation is largely neglected, (3) the creation of roles like product owners (PO) increases the likeliness of scope creep and mismatch with the final organisation of usage, (4) in most contexts agile projects are part-projects of larger projects emphasizing hybrid project management models as dominating.
The value of this paper is the critical review of large agile project management methodologies in relation to MoT and technological development processes of the company.
Research limitations of this paper relates to lack of longitudinal and ex-post studies of several projects also including tangible deliverables.
Practical implications of this paper relates to an improved analytical apparatus for managing the understanding of large agile projects from either a research position or a MoT practitioners perspective.
