Abstract

The evolution of parliaments’ digital communication over the last 30 years seems to be shaped by intertwined advances in the digital media landscape and societal stimulation of institutional responsiveness. Digital transformation in the last decades has progressively contributed to improvements in both internal parliamentary procedures and the public access to parliamentary information. Parliamentary digital experimentation has led to further developments in external communication practices. Concurrently, civic demands for broader transparency, accountability and participation have also inspired more interactive parliamentary initiatives that take place within increasing uncertainty and fragmented democratic contexts. However, to what extent parliaments’ public engagement may leverage greater citizen interest and effective grassroots involvement in the legislative processes is still unclear. Dynamics of mutual adaptation in parliament-society interconnections continue posing important challenges to parliaments’ digital communication.
