Abstract

Background
The rapid advancement and deployment of artificial intelligence (AI) in healthcare has highlighted the need to address its ethical implications. Political institutions use policy documents to outline their vision for AI in healthcare and to manage ethical concerns associated with healthcare AI. Researchers have noted that these policy documents can both legitimize and downplay specific ethical implications, often reflecting the national context in which policy documents are created. This study examines how ethical implications are prioritized in Danish healthcare AI policy.

Methods The study employs a scoping review methodology to collect publicly available documents from Danish health ministries and agencies. The policy documents are categorized based on their publication year, publication type, and document type. Policy documents will further be coded according to categories such as healthcare AI ethics, pipeline, technology, stakeholder, and application area mentioned. We will conduct a quantitative analysis using descriptive statistics to determine the presence of these categories and Chi-Square Goodness of Fit tests to evaluate whether healthcare AI ethics categories are mentioned equally. We will use logistic regression to identify variables that predict the presence of ethical statements in documents. Additionally, we will perform a qualitative analysis on the discourse in sections relating to ethics to uncover how ethics is constructed and legitimized within these documents.

Results
Data collection for this study is currently ongoing. The results of this study aim to provide a critical view of what ethical categories are imagined as important in Danish healthcare AI policy documents.

Conclusion
This study will systematically investigate the ethical priorities in Danish healthcare AI policy documents. It will help practitioners engaged with Danish healthcare AI policy to navigate potential ethical implications and understand how these ethical implications may be conceptualized differently across various policy documents. Additionally, the findings will assist AI developers in navigating the evolving political landscape of healthcare AI ethics and in considering the ethical implications of their work.
