Abstract: Analysis of the impact of research funding policies is often done with a singular, quantitative focus on research output. However, even though research performance may be considered the main goal of research funding, assessment is difficult when based on a single type of quantitative analysis due to a number of factors. In particular, there is a complex mix of direct and intermediate effects of funding that contribute to the subsequent impact of funding on research performance, and which require a broad set of instruments to capture them. Other factors are data limitations and challenges in empirically isolating quantitative effects. We draw on a recent evaluation of the impacts of research grant funding, discussing both key issues in the development of a methodology for the analysis and subsequent results. The case of research grant funding illustrates the value of a mixed methods approach to provide a more robust and complete analysis of policy impacts, and in particular the important role of qualitative methods both in complementing and validating quantitative results. Reflections on the strengths and weaknesses of the methodology are used to propose refinements of the approach for future work.
