MA in political science 1977 (University of Aarhus), Dr. Scient. Pol. 1991 (University of Aarhus). 1977 assistant professor, Department of Political Science, University of Aarhus. Since 1980 employed at the Department of Politican Science,University of Southern Denmark, from 1993 as professor. From 2015 professor at the Department of Political Science, Aarhus University. From 2009-2013 Professor II at the University of Agder.

PEM has received several research scholarships from Planlægningsrådet for Forskningen 1986-1989, American Council of Learned Societies (1984), the Fulbright Commission (1988-89) and the Danish Ministry of Education (Forskningsprofessor, 1993-1998). Has been a research fellow at the University of California, Irvine (1984), University of Colorado, Boulder (1988-89) and Institut d’Etudes Politiques de Bordeaux (1995-96). Received Fyens Stiftstidendes research award 1993.

Department chair 1990-1994, study director 1996-2006 and Ph.D study director 1994-95. Has initiated and conducted leadership training courses for department chairs at universities in cooperation with Danish Universities 2002-2011.

Member of several advisory committees and commissions, among them The Commission on Administrative Structure (Strukturkommissionen) and 2007-2016 Fagligt Udvalg which advices the Danish Ministry of Science, Technology and Innovation on the bibliometric research indicator.

PEM has extensive leadership experiences as an initiator and director of several Danish as well as international comparative research programs and networks:

1980–1984: Initiator and director of research program Central control, local communities and local politics, a cross institutional program with participant from four Danish universities.
1987–1992: Initiator and director of research of comparative project on fiscal stress under the auspices of the Fiscal Austerity and Urban Innovation network coordinating participant from 10 countries.
1992– : Co-initiator, nordic ph.d. network conducting annual workshops within the field of local government studies.
1993–1998: Initiator and director of research program on Leadership in Local Government, a cross institutional program with participant from three Danish universities.
1993–1998: Initiator and director of research of comparative project on top administrative leaders in local government (the UDITE project) involving participants from 15 countries.
1994–2007: Initiator and director of the EUROLOC network, originally an Erasmus/Socrates program, conducting an annual local government summer school for ph.d. students (23 universities from 15 european countries)
1998–2003: Co-initiator and co-director of research, Size and Democracy project, a comparative study of local democracy in four countries.
2001–2006: Member Advisory Council for EPAN, European Public Administration Network
2004–2010: Initiator and from 2007 director of research program on the Danish local government reform with participant from three Danish universities.
2007–2015: Member of international Advisory Board, Democracy – A Citizen Perspective, Åbo University.
2008–2012: Associate partner, MODERN, European Platform Higher Education Modernization, a three-year EU-funded Structural Network (2009-2012)


PEMs research has focused on public finance, policy output studies, democracy, political leadership and public sector reforms with a focus on local government and the welfare state. He has published numerous articles and books, most recently as co-author “Size and Local Democracy”. Currently PEM is the director of the research programme on Governance, Funding and Performance of Danish Universities with a special emphasis on an evaluation of the University Act of 2003 as well as the bibliometric research indicator.

PEM has been a reviewer for numerous journals and has served as member of a number of assessment and evaluation committees in Denmark and other countries. Has been advisor for quite a number of Ph.D. students.

Commercialization of research: Based on his experience with policy output studies PEM in developed the early 1980’s ECO-Nøgletal. This product was for 20 years produced by ECO-Analyse A/S, a company owned by PEM, today taken over by KORA. Approximately 80 % af Danish municipalities have used ECO-Nøgletal every year since the late 80’s.
