The paper is provisional, and reflects work-in-progress at an early stage. Theoretically, the study is based on theories on policy studies inspired by Holford et al. (2013) and Ball (2007, 2008, 2011, 2012) combined with Porter’s diamond (1990). The methodology at this stage of the study consists of internet searches focussing on human resource development policy in the two case enterprises as well as their environment in form of state policy, educational institutions and networking with other companies. The aim of the study is to trail education policy influencing and being influenced by enterprises HRD strategies.
